The Contractors State License Board said it is seeking those who may have victimized by an unlicensed contractor in Monterey County in an elder abuse case. The suspect was arrested on February 19 on suspicion of swindling more than $100,000 in cash and stolen, forged checks from two people, both in their 80s in the Monterey area. He faces more than 15 felony and misdemeanor charges, including burglary, forgery, theft by false pretense, fraudulent use of a contractor license number, and contracting without a license.

The State of Colorado is one step closer towards legislation protecting the elderly from abuse. Senate Bill 13-111 would require certain individuals to report any suspected elder abuse within 24 hours. The bill passed its first senate committee vote Wednesday. It requires caregivers, physicians, nurses, social workers, pharmacists and bank personnel to report suspected abuse to a law enforcement agency within 24 hours or face a class three misdemeanor, punishable with a $750 fine or up to six months in jail. The bill defines abuse as bodily injury, confinement, sexual conduct and caretaker neglect.

A former bank employee will spend three to nine years in prison for stealing $300,000 from an elderly woman with dementia. He pleaded guilty to grand larceny and possession of stolen property after using the stolen funds to purchase luxury items from Louis Vuitton, Bergdorf Goodman and other retailers. The victim’s relatives discovered the theft shortly before her death.

The FBI and the U.S. attorney's office say the two men kidnapped the woman on July 7 from outside her home and held her captive at one suspect’s house, where they raped her for four days.

Disabled people living independently in Britain are at higher risk of being victims of domestic and non-domestic violence, researchers say. The study, published in the journal Plos One, found compared to those without any disability, the odds of being a victim of violence in the past year were three-fold higher for those with mental illness-related disability, and two-fold higher for those with physical disability.

- The American Bar Association has announced a further round of grants to be made in 2013 that will promote and support innovation in the delivery of civil legal aid. These grants will go to the state Access to Justice Commissions. The grants will fund projects in seven critical areas of innovation: expanding limited scope representation and other models for affordable services; improving language access and eliminating implicit cultural bias; employing public libraries as point of access for legal aid; enhancing fundraising outside the legal community; creating partnerships with health care and social services providers, government agencies and other new partners; preserving access for low-income people as courts implement e-filing; and increasing web-based delivery of pro bono services for self-represented litigants. Eligible entities are state Access to Justice Commissions, which are formal entities that bring together the highest level of the state's courts, organized bar, and other stakeholders to support the expansion of access to civil justice for low income and disadvantaged people. Applications for Grants to Promote the Creation of new Access to Justice Commissions are due by February 15, 2013; applications for Innovation Grants are due on May 1, 2013.
