Among the roughly 1,500 elderly and incapacitated adults whose lives and finances are overseen by Santa Clara County's probate court, a six-month investigation by Mercury News found a small group of the county's court-appointed personal and estate managers are handing out costly and questionable bills. Unlike other Bay Area courts, Santa Clara County's has few guidelines for appropriate charges.

Three women are charged with financially exploiting an 88-year-old Deltona man after investigators say they swindled him out of more than $150,000. The primary suspect allegedly befriended the man, convinced him to marry her and give her power of attorney of his finances, and beat the man when he tried to escape the house.

In fiscal 2011, state adult protection workers determined that abuse and neglect probably had occurred in about 28 percent of cases they investigated involving residents of Kentucky's long-term care centers. That is up from fiscal 2010, when workers substantiated probable abuse in 18 percent of investigations involving long-term care residents, according to a report from the state.
