An estimated 30 percent of financial abuse crimes are committed by a scam artist previously unknown to the victim, and studies have found that in a majority of cases — over 50 percent — the abuser is a family member, friend, neighbor or caregiver the article states.  Author Luciana Cramer, of the Alzheimer's Association-California Central Chapter, shares ways to prevent continued financial abuse.

Financial scams targeting senior citizens have long been a concern for the Petaluma Police Department, but after four separate scams bilked older Petaluma residents out of more than $219,000, officials are warning residents to be on alert. “Some type of scam is reported to us about five times a month,” said Petaluma Police Lt. Tim Lyons, who explained that roughly half of those scams involve elderly residents.

Claire Gordon, an administrator for the now-closed Anam Chara home, made her first appearance in Boulder District Court on Monday after being indicted by a Boulder County grand jury in an elder-abuse case.  The indictment alleges Gordon failed to report an incident of negligence causing serious bodily injury to an at-risk person to the Colorado Department of Public Health and Environment within 24 hours as required by state law.

Spring Hill nurse loses license after theft from dementia patient, authorities say

A certified nursing assistant and home health aide in Spring Hill had her license revoked last month for stealing $3,000 from an 86-year-old patient with dementia and memory problems, authorities said.  Julisa M. Walker, 22, of Keyes Avenue, was arrested September 2010 in Pasco County and charged with exploitation of the elderly, according to Pasco Sheriff's Office.

Giving a voice to those who may not be able to defend themselves, Adult Protective Services aims to curb violence against our island's man'amko and adults with a disability.  "In physical [sic] year 2013 alone APS received a total of 283 referrals 70% which were specific to our elders and 30 percent specific to adults with disability between 2009 and 2013 we have seen at least a 70 percent increase in referrals," APS supervisor Jocelynn Cruz explained.

Several caretakers working for a Wilbraham assisted living facility have been fired for allegedly abusing patients.  According to Orchard Valley at Wilbraham Senior Living administrators, anonymous employees tipped them off earlier this month that patients were being allegedly abused by other workers.

Salisbury man sentenced to 20 years in counterfeit case involving elderly man

A 42-year-old Salisbury man was sentenced to 20 years in prison Thursday in connection with a counterfeit case dating back to March involving a 92-year-old man, the Wicomico County State’s Attorney’s Office said.  Facts indicated at trial that David Suire, who was on parole, was hired by the elderly man in Wicomico County to perform home improvement work, and Suire got at least two checks from the victim, wrote them out to himself and cashed them, the State’s Attorney’s Office said.

The types of frauds that are out there run the gamut from younger people asking seniors to co-sign loans to gambling trips, ill-intentioned new friends and even charity scams the article states.  Marge Wilcox of Springville is one alert citizen who said she has been dealing with a potential fraud, since October 2013.  Wilcox said her sister fell victim to financial scams, and now she is trying to be alert and report similar scam artists targeting her.

Parish St., was charged with failure to provide for a functionally impaired person, a fourth-degree felony.  A home health care nurse reported Drennen’s 85-year-old mother missing Monday evening, after she couldn’t find the woman and Drennen didn’t know her whereabouts despite living with her, according to a Sandusky police report.

The owner of an assisted-living home in Sahuarita made more than 40 purchases in 2012 using a resident's money without her consent, according to a police report released Wednesday.  Timothy P. McKenna, co-owner of Saguaro Acres, spent $2,517 or $2,570 — the report gave two numbers — on car repairs, nuts from Hawaii, gas in Rio Rico and on other items unrelated to the resident's care from January to May 2012, according to the report.

The program provides protective services to vulnerable adults who are at risk of abuse, neglect, or exploitation.

An elderly dementia patient struck by a freight train in White Rock on Saturday night had wandered away from Evergreen Baptist, a nearby care home, according to the Fraser Health Authority.  The victim, whose name has not been released, had reportedly wandered from the care home at about 8 p.m. although he was not reported missing until 9 p.m.

Reuters recently shed light on the recurring problem of veterans fraud in their article on the case ruling for an Ohio man convicted of running a fake charity for U.S. Navy veterans. Reports from the Government Accountability Office (GAO) highlight the need to protect vulnerable veterans from fraud and abuse through education, rulemaking and/or legislation, as well as the need to ensure that the Department of Veterans Affairs (VA) programs serve those in the greatest need.

A disabled Navy veteran was dropped off in an unfurnished apartment with no food or medication after being involuntarily discharged by a western Iowa nursing home, according to a state report.  The federal government fined Elmwood Care Centre in Onawa more than $5,700 for its care of 65-year-old John Chedester, The Des Moines Register reported. The incident became public last month when state inspectors issued a report on Chedester's case.

In his cross examination of Danville police Detective A.J. Mullins Wednesday, defense attorney Travis Lock suggested Anne and Benjamin Rush would not be on trial for exploitation of an adult if Mullins had a better understanding of the “gifting provisions” that come with the power of attorney.  The Rushes are accused of bilking Anne Rush’s grandmother out of several thousands of dollars and some property while they were caring for her in her dying years and after she was placed in a nursing home.

Attorney General Janet Mills announced Friday that her office has launched a new initiative with Legal Services for the Elderly to protect older Mainers from financial abuse.  Mills said in a written statement that she and the group have created a statewide task force to answer questions ranging from whether the court system is accessible to elderly Mainers to whether the state’s law enforcement community is adequately trained to investigate cases of elder abuse.

They may hover when people visit, or speak on the senior’s behalf.  Fargo Police Detective Leo Rognlin says it’s important family or friends call adult protective services or law enforcement if they’re concerned a senior is being exploited financially.

A Portland man appeared Tuesday in Clark County Superior Court on suspicion of stealing Native American artwork worth more than $300,000 from an elderly Vancouver woman’s home, where he worked as an in-home care provider.  John L. Kalamafoni, 22, and his girlfriend, Toakase F. Tovo, 19, allegedly stole more than 130 pieces of artwork in 2011 and 2012 from 91-year-old woman, who has dementia. They sold the items to collectors and antiques dealers around the Portland area, according to a court affidavit.

A 49-year-old Martinsburg man is accused of kidnapping an elderly Jefferson County woman and holding her captive for 10 days in a violent extortion attempt, West Virginia State Police said Thursday.  While being treated at a hospital for injuries, including at least one broken bone and large bruises on her legs and arms, the victim said the defendant forced his way into her home, tackled her to the floor and beat her with a piece of wood, Hill said in a criminal complaint.

Despite growing incidents of abuse of elderly persons in the state, especially in the capital, the state government is yet to implement the Maintenance and Welfare of Parents and Senior Citizens Act, 2007. The National Human Rights Commission (NHRC) enquired into the state's neglect of its senior citizens and sought a reply from the government by February.

According to the survey, a total of 578 people – either diagnosed with dementia or suspected of suffering from the disease – were confirmed to have died or remained unaccounted for after going missing in 2012.

Lynne Redmer, the mother of Jason Redmer, alleges breach of contract, fraud, unlawful business practices, wrongful death and dependent adult neglect in the lawsuit against West Coast Detox Services and its owner Don Ramsey.  Jason Redmer was admitted to the facility in April 2012 for medically supervised detox, but four days later the 28-year-old was found unresponsive in his bed by a roommate and later declared dead at the scene by emergency medical personnel.

A Beloit private duty nurse has been sentenced to three years' probation for Medicaid fraud.  Lara Skrzypczynski, 45, was sentenced on Friday in Walworth County Circuit Court after pleading guilty in December to one count of Medicaid fraud and one count of falsification of patient health care records.

In recent weeks, people have asked the News & Record about the state’s process for closing troubled centers. Their questions were prompted by our report about Greensboro Living Center, a center off High Point Road for people with dementia.  In the case of Greensboro Living Center in July, state investigators said staffers made five mistakes in 31 medicine deliveries. Investigators also said the center didn’t protect residents and staff members from a man who hit residents and, on one occasion, barricaded himself in his room.

CenterPoint Human Services wants the state to help it get relief from a federal mandate for moving eligible people with mental health issues into independent community housing. The initiative is the latest development in the Olmstead legal case, which involves the U.S. Justice Department and the integration aspect of the Americans with Disabilities Act (ADA).  CenterPoint is concerned that the potential client list “includes a very high percentage of psychiatrically fragile individuals who are quite dependent upon the structure of their current environment.”

The first National audit into the quality of dementia care in Ireland is to be published today.  The audit showed differences in the access to dementia-relevant services between hospitals, with poor access to many diagnostic and support services.  It also said that only 69 per cent of hospital wards had minimum staffing levels, that none used color schemes to help those with dementia find their way around and that Ireland has no set standard for dementia care.

Several instances of death or injury were discovered at various nursing homes in San Diego that, unfortunately, were found attributed to medical errors due to lack of medical training of personnel. Many state authorities are taking action to reduce these medical errors from occurring to nursing home residents. Some have turned to using electronic surveillance--a method that is growing in popularity.

Dick Wisdom said. “She was clearly very terrified.”

A case of alleged widespread abuse of Alzheimer’s patients at a Jackson County assisted-living facility appears headed toward a grand jury after nine months of investigation.  Authorities raided Alzheimer’s Care of Commerce in July following allegations that staff there assaulted, restrained and over-medicated patients.  The center, which employed convicted felons, is also under investigation for the possibility that some deaths were homicides.

In Minnesota, abuse lawsuits die with the victims

The sexual and physical assaults of 15 residents in an Albert Lea nursing home in 2008 outraged Minnesotans, led to the criminal convictions of two nurse aides and prompted a change in state law.  Victims and their family members sought justice by filing lawsuits against the nursing assistants, the home and its owner, the Evangelical Lutheran Good Samaritan Society. Yet by October 2011, all of the civil cases in Minnesota had been dismissed due to the victims passing away.  State lawmakers soon may consider changing what’s known as Minnesota’s Survival Law, which requires that a personal injury case be dropped if the victim dies of unrelated causes.

Police say a Waseca woman is responsible for stealing $10,250 and then attempting to take another $13,000 from an elderly woman she'd befriended.  Michelle Rae Joslyn, 47, was charged with four counts of felony financial exploitation of a vulnerable adult after withdrawing sums of cash from the victim’s checking and savings accounts on four different occasions, totaling $10,250.

A Troy woman has pleaded guilty to abusing a nursing home resident in August 2013, Attorney General Eric T. Schneiderman announced Tuesday.  Sarina Francis, 36, admitted that on Aug. 17 she physically abused an elderly resident of Hudson Park Rehabilitation and Nursing Center. While taking the resident to her room, Francis grabbed her by the wrist and twisted the resident’s arm behind her head, resulting in the victim suffering a fracture.

A carer filmed vulnerable adults with severe learning disabilities using the toilet as part of a degrading prank which he then showed off to a workmate.  Four men who used the Warren Road Day Care center, in Hartlepool, were humiliated in the footage, which had embarrassing computer-generated explosions and rockets added to it via a phone application.  Yesterday the 68-year-old, who has been a carer for around 20 years, was found guilty of ill-treating four vulnerable adults after a crown court trial.

Green Valley nursing home owner arrested

The owner of a Green Valley assisted-living home was arrested last week as the result of a vulnerable-adult-abuse investigation.  The woman discovered someone had opened a bank account in her relative’s name and charged $2,500 to the account.  Detectives are trying to determine if there are other victims, Steele said.

The Breakers of Long Beach sued in elder abuse cases

The Breakers of Long Beach, a downtown assisted-living facility that was put up for sale last month, has been ordered to pay hundreds of thousands of dollars in damages after a jury found the facility responsible for a resident’s spinal injury.  A Los Angeles County judge ordered The Breakers to pay roughly $400,000 to the woman who suffered the injury after falling down while living at The Breakers.

A Santa Ynez man was arrested Tuesday evening after he allegedly struck an elderly man with an expandable baton during a dispute.  Dinu Antofie, 45, of Santa Ynez was arrested on charges of assault with a deadly weapon, victim intimidation and elder abuse, according to Kelly Hoover, spokeswoman for the Santa Barbara County Sheriff's Department.

Michelle Hebert gets 5 years in prison for theft case

A 54-year-old woman was sentenced to five years in prison and 20 years of probation Friday for scamming an elderly couple of almost $600,000 over the span of seven years.  Michelle Ann Hebert was found guilty in early December on two counts of theft from an at-risk adult — a Class 3 felony — as well as eight tax related charges by a jury after a four-day trial.

Kansas City police say an 88-year-old man with dementia was tricked into buying a 19-year-old man shoes and hats.  Police say the elderly man was in a car waiting for his wife to shop when the younger man got into the car.  The younger man allegedly convinced the victim that they knew each other and persuaded him to take him shopping.

Bennington woman acquitted of murder is sentenced on theft charges

She also faces a five- to 10-year suspended jail sentence if she violates her probation.

New York's doormen are being enlisted as an army of eyes to look for signs of elder abuse: a stranger picking up the mail, the sudden presence of a rarely seen relative with an attitude, a bruise.  Solomon, director of the Weinberg Center for Elder Abuse Prevention at the Hebrew Home in the Bronx, partnered with the building workers' union in a grant-funded program to help doormen spot various kinds of elder abuse — physical, sexual, psychological and financial.

In addition to the registered sex offenders — a number that far exceeds that in any other nursing home in the state — nearly all the other residents have some sort of behavioral, psychological or mental-health problem that often includes aggressive behavior and/or a criminal background.

A massive report filed in U.S. District Court in Nashville under a longstanding consent decree details dozens of cases of poor and inadequate treatment of residents in Middle and East Tennessee.

A fugitive nurse accused of sexually assaulting a 98-year-old woman in San Diego has been found working as a live-in caregiver for a severely disabled 8-year-old boy in Vancouver, British Columbia, Canada.  The accused nurse is charged in California with elder neglect and committing a lewd act upon a dependent adult. The charges stem from a shocking incident caught on video in which the accused and another nurse were allegedly seen fondling each other while touching a 98-year-old stroke victim who lay helpless in the bed beside them.

A teacher's aide accused of abusing her elderly mother has been suspended from her job.  The woman was arrested on a felony elder-abuse charge Saturday, after her mother, who is over the age of 80, was found living in filth with nothing to eat, Apopka police said. The 80-year-old woman had been living at Crosby Motor Inn since December with more than 16 cats.

Roughly 21,000 times last year, physicians, social workers, family members, and other concerned residents contacted Massachusetts Protective Services authorities to report suspicions that an elderly person was being abused.  In about one third of those cases, the concern involved financial exploitation, according to state officials, a problem that is expected to grow significantly as the population ages and the number of older adults left vulnerable by Alzheimer’s disease nationwide is projected to double, and perhaps triple, by 2050.

Cameron Malizio was called to court today to be sentenced for assaulting a patient at the Garden Courte MemoryCare Center in Olympia.  Thurston County prosecutors say Malizio and a coworker swore at the 90-year-old woman, locked her in a chair, doused her with cold water and then, according to Laura Wohl from the Olympia Police Department, "The caregivers soaped up a washrag, made a comment that she needed her mouth washed out with soap and they shoved the rag into her mouth."

Residents at Hillcroft nursing home in Slyne-with-Hest, Lancaster, were mocked, bullied and tormented because they would have no memory of the abuse, with one man having his foot stamped on deliberately and another nearly tipped out of his wheelchair.  In November, Carol Ann Moore, 54, Katie Cairns, 27, and Gemma Pearson, 28, were found guilty by a jury at Preston Crown Court of ill-treatment or neglect of a person who lacks capacity, under the Mental Capacity Act, after a four week trial.

Plea deal for ex-Beatrice state developmental center worker charged with abuse

Beverly Hospital has agreed to pay a $250,000 fine to the city of Los Angeles and adopt new practices in a settlement with the Los Angeles City Attorney’s Office over an accusation of dumping a homeless patient onto Skid Row in Los Angeles.  The Los Angeles City Attorney’s Office filed the lawsuit in December, accusing the hospital of failing to perform a medical screening of a dependent adult with an emergency medical condition, and later not stabilizing the patient and then discharging the person to Skid Row.

Suspect strikes plea deal in elder abuse case

Due to her being charged and later acquitted of murdering the same resident, LaClaire already has served all or most of the two years of mandatory jail time ordered by Judge David Suntag for the thefts.

In 2008, the level was just 10%, the lowest of any adult age group.  One in every five Americans age 65 or older has been abused financially, according to a 2010 survey by the Investor Protection Trust, a financial-education organization. Financial abuse cost older Americans at least $2.9 billion in 2010, up 12% in two years, according to Metropolitan Life Insurance Co.

An Ocala man who reportedly admitted stealing more than $30,000 from an account set up to manage his deceased brother’s finances was charged Thursday with grand theft, financial exploitation of the elderly, criminal use of personal identification and unauthorized use of a credit card.  According to the Marion County Sheriff’s Office, the mother of the accused told Deputy Rodney Counts that her son had made numerous unauthorized transfers from her personal bank account into a joint account that had been established to manage the finances of another son, who is deceased.

Investigators say a 93-year-old woman suffering from Alzheimer’s was found locked in a bedroom in squalor by investigators checking out a tip of possible drug activity.  Investigator Trent Wilson said that the 33-year-old daughter indicated that her mother was suffering from Alzheimer’s and that was the way that they had decided to keep her from roaming off, but Wilson said the conditions of the home were some of the worst he has ever seen. There was no restroom inside the room and the signs of neglect were obvious.

The man, who lived alone, additionally told the sergeant that he kept $70,000 at his residence, the citation said.

Filipino American doctor Ovid Mercene has pleaded guilty to federal tax charges, admitting participation in a large-scale scheme to defraud Medicare and Medi-Cal.  From 2008 to 2012, the 61-year-old Mercene of La Mirada in southeast Los Angeles County, admitted mostly homeless patients from LA’s Skid Row for treatment they did not need, as a means of defrauding the taxpayer-funded health programs, according to the US Attorney’s office.

Police said they are looking for an elderly man suffering from dementia in Murfreesboro.  Officials with the Murfreesboro Police Department said 72-year-old man was reported missing after he did not return home Tuesday evening. He was last seen at 4:30 p.m.

A 92-year-old woman suffering from dementia was found dead 100 yards from her West Texas home after going out in only a nightgown and house shoes Christmas Day.  Lester's daughter reported her mother missing Christmas Day after arriving at the home and finding that her mother wasn't there and the front door was unlocked.

A study  by two ASU professors have found that nearly 21 percent of the elders surveyed reported that they knew they were being targeted for consumer crimes, and about 25 percent of those targeted for crimes were actually victimized.  Kristy Holtfreter said that the issue of elder abuse is often not covered as it should be because people view the elderly as vulnerable.

The death of a Keosauqua nursing home patient has led to a federal lawsuit by the woman’s family.  The woman died after a fall at the Good Samaritan Society’s facility in Keosauqua. The case was fined by state investigators who found the woman fell more than 50 times prior to her death.

A judge in Hackensack today continued his denial of pre-trial diversion for Lodi Fire Marshal Paul Wanco, as new details emerged about his alleged abuse of his elderly mother.  Defense attorney Frank Cozzarelli argued that Wanco was not his mother’s caregiver and, therefore, not responsible for an incident in which the 90-year old woman fell and then lay in urine and feces for nearly 15 hours.

A Salina woman is under arrest after police say she stole more than $100,000 from an elderly woman she was caring for.  Police say a caretaker for an 86-year-old Liverpool woman, forged the woman's signature on checks and used the money for herself.  Catarsanoe is accused of doing this several times from 2010 through 2012, and spent more than a hundred thousand dollars of the woman's money.

The boyfriend and caregiver of a Ukiah woman who died at the hospital after authorities found her lying in her own feces and urine was sentenced last month to spend six years in prison, according to the Mendocino County District Attorney's Office.  The 32-year-old victim weighed 67 pounds, was severely dehydrated, and had several pressure sores when she was admitted to Ukiah Valley Medical Center, according to the DA's Office.

Pinellas pair found guilty in staged beating of disabled man

Jeffrey Williams, 61, of St. Petersburg, and Zuzu Vargo, 27, of Fruitland Park, were found guilty of one count each of aggravated abuse of a disabled adult after a Pinellas Circuit Court jury deliberated for less than two hours.  Prosecutors say Williams arranged for a 39-year-old developmentally disabled schizophrenic, to be beaten by a scantily clad Vargo on July 30, 2011, while Williams videotaped the one-sided match.

A Prescott woman was arrested Monday for an alleged fraud scheme involving a 74-year-old woman with dementia.  In September, police were alerted to the possible fraud scheme after the victim was approximately $20,000 behind in payments to her care facility.

A 60-year-old California man allegedly shot and killed his wife, who suffered from dementia, along with his sister, 58, who was in a vegetative state, LA Police said Wednesday.  Authorities say he then put down his gun and waited for the police to arrive.

An 86-year-old woman who was nearly blind and receiving in-home care was found shot to death in her house Tuesday morning.  The woman was the victim of a theft earlier this year and her former caregiver, Antione Davis of Smyrna, was arrested and charged with the crime, according to an arrest warrant.  Davis is now out on bond after being charged with felony exploitation of a disabled adult or elderly person and felony theft by taking.

A woman arrested in June after being accused of operating unlicensed assisted living facilities and neglect of a disabled/elderly person was charged Tuesday with organized fraud, in relation to the prior charges.  Authorities recovered 10 Electronic Benefits Transfer (EBT) cards and two state identification cards from the accused woman's purse, and the residents there said their EBT cards were taken without their permission, the report states.

A Columbus senior citizen home and care center has been shut down after a two month investigation revealed residents were victims of human trafficking and sexual exploitation, the Columbus Police Department announced Thursday afternoon.  The investigation found operators were not providing needed medical care, committing financial fraud, allowing residents to live in unsanitary conditions and "patients would sometimes have to endure some rather unspeakable acts of physical cruelty and sexual abuse," police say in a released statement.

Two people are accused of intimidating an elderly man into letting them live in his house.  Police said the two continually visited the 79-year-old at the Towne Club senior living facility and got him to sign paperwork allowing them move into his house on Hilltop Drive.  Workers at the victim's assisted living facility and his neighbors alerted police.

A Leland woman was arrested for embezzling over $1000 from an elderly man she was taking care of.  The Sheriff's Department reports the victim's bank contacted Adult Protective Services and Leelanau County detectives in August of 2012 because the victim's account was overdrawn and unusually large amounts of money had been removed.

Authorities say the 44-year-old son suspected of violently killing his elderly parents in Bayfield County, Wis., is in an induced coma at a Minnesota hospital.   Sheriff Paul Susienka said at a news conference Monday that the Saturday night 911 call for help came from one of the victims, the 76-year-old woman of Iron River.  Officials did not disclose the nature of the victims' injuries, but the landlord, Eric Olson, said the scene in the apartment indicated a violent attack.

A 27-year-old man died in July after an interaction with staff members at Mountain View Ranch Residential Care, a group home between Bakersfield and Lamont. The Kern County coroner's office said in September that the man died of positional asphyxia, and the manner of death was a homicide.

A total of 12 staff members have now been suspended at a care facility for people with intellectual disabilities pending an investigation into allegations over the standard of care provided to vulnerable residents.  The Irish Times reported yesterday that students who were on placement at Stewarts, a disability service provider, have made a series of allegations of neglectful or abusive practices in relation to the way clients were treated by staff members.

The Joint Improvement Programme (JIP) – tasked with implementing the Concordat to ensure that Winterbourne View Hospital cruelties can never happen again – is now reviewing all the hospital’s ex-patients to make sure they all receive the right support as soon as possible. It is profoundly disappointing that over a quarter of the people who were at Winterbourne are still in other in-patient units and therefore still at risk, the author states.
