A woman’s adult children, ages 37 and 42, would go through the ex-boyfriend’s personal belongings, and live entirely off of their mother’s money the author states.  Annie recommends giving the woman Adult Protective Services number in her state since the kids are unlikely to put their mother’s welfare above their own interests.

Ex-judge gets probation in elder abuse case

A former Alameda County Superior Court judge was sentenced Monday to five years of probation for mishandling a $250,000 loan from a 97-year-old neighbor and stealing a small amount of money from her.  At a hearing Monday in Oakland, visiting Judge Richard Couzens ordered Paul Seeman not to live with - or act as a caregiver for - an elder or dependent adult other than family members or act as a fiduciary for anyone.

Thieves target seniors in ‘jury duty’ scam

Scammers are posing as law-enforcement or court officials and trying to collect fines for "failing to appear" for jury duty or a court hearing.  The Redlands Police Department is warning residents, especially seniors, about phone scammers who may try to extort money by impersonating law-enforcement officials and demanding would-be victims to pay a fine for failing to appear for jury duty.

Orange county man charged with involuntary manslaughter, elder abuse

A pretrial hearing has been scheduled Nov. 6 in Orange County Superior Court for Robert Dickerman, who is charged with involuntary manslaughter and elder abuse, according to Chief Staff Susan Kang Schroeder of the Orange County District Attorney’s Office.  Dickerman, 47, was arrested on Sept. 24, more than a year after the death of his 80-year-old mother, Yoshiko, on July 4, 2012 at Orange Coast Memorial Hospital, where she was taken after being found on the bathroom floor of her home on Azalea Drive in Costa Mesa.

Arraignment set for nurse asst. in sex abuse case

A former nursing assistant accused of sexually assaulting three patients at a Broomfield nursing home where he worked is scheduled to be arraigned Nov. 7.  The Broomfield Enterprise reports the 41-year-old is accused of sexually assaulting a 59-year-old, a 73-year-old and a 93-year-old while he worked at Broomfield Skilled Nursing.

A jury convicted Anne Nunemann, 29, of Sussex County, Del. of abusing an 89-year-old patient at a Seaford nursing home.  Biden's office says Nunemann, a certified nursing assistant at Methodist Manor House, placed a trash bag over the woman's head as she sat in her wheelchair in February.

Caregiver accused of draining 82-year-old’s bank account

Bibb County sheriff’s deputies arrested a 57-year-old Macon woman earlier this month on 41 counts of theft by deception.  The caretaker  is accused of writing 58 checks out to herself from the victim’s bank account, totaling $22,893.

Boise woman charged with sexual exploitation of a vulnerable adult

A Boise woman is in the Ada County Jail facing a felony sex abuse charge.  Police arrested a 57-year-old woman on an outstanding warrant for sexual exploitation of a vulnerable adult.

Caregiver fired, disciplined for alleged financial exploitation

A caregiver formerly with the Duluth Regional Care Center has been fired and disciplined for allegedly financially exploiting a vulnerable adult under their care.  According to a report by the Minnesota Department of Human Services, the caregiver accepted $50 payments over several months to buy an all-terrain vehicle for the vulnerable adult.

Minnesota nursing board to get scrutiny into its disciplinary practices

State lawmakers are calling for an investigation of the Minnesota Board of Nursing’s disciplinary practices, saying more needs to be done to protect patients from potentially dangerous nurses.  The call for scrutiny follows a Star ­Tribune report Oct. 6 that the Nursing Board has forgiven or tolerated misconduct in Minnesota that would end careers in other states, based on a review of more than 1,000 disciplinary actions taken since 2010.

Anoka County vulnerable adult case to be tried under new guidelines

A case making its way through the Anoka County court system is one of the first in Minnesota under a revised state law that allows people accused of willfully neglecting vulnerable adults in their care to be charged with a felony.  The Coon Rapids woman, who was her mother's live-in caregiver, faces two counts of criminal neglect, one of which is a felony. She is scheduled to make her first court appearance on the charges Nov. 19.

Robert Lee Thompson, 28, is due back in court Oct. 24 on five felony charges, three counts of theft by swindle and one count each of financial exploitation of a vulnerable adult and financial transaction card fraud.  The wife alleged that Thompson never had permission to use their credit card, nor did he have access to their financial accounts, but he helps them with their business affairs along with taking care of her husband, who has medical issues.

Since 2010, Mississippi nursing homes have racked up a collective 4,542 health and fire safety violations, according to data from the U.S. Centers for Medicare and Medicaid Services. Of them, 167 were considered especially serious, posing immediate jeopardy to residents’ well-being.  It’s a systemic failure of the nursing home industry — and one that’s not unique to Mississippi — the result in large part of the low wages and inadequate training among those who provide the majority of care, said Anniece McLemore, Mississippi’s long-term-care ombudsman within the state Department of Human Services.

Rochester woman pleads guilty to financial exploitation

A Rochester woman accused of spending more than $17,000 of another woman's money has pleaded guilty to felony financial exploitation of a vulnerable adult.  According to the criminal complaint, the older woman spent about six weeks during 2012 in a senior care services facility, where she was diagnosed with dementia. During that period, the complaint says, Kuhn made cash withdrawals of $11,289 on the woman's bank accounts, as well as credit card charges of $6,039.

A man who claimed he was left alone for days after he had a stroke was still recovering in a hospital Thursday afternoon.   A Graham postal carrier found the elderly man home alone after his meds starting piling up in the mailbox.

Caregiver allegedly assaulted 90-year-old dementia patient

A former caregiver for the elderly has been charged with second-degree assault after a co-worker reported he stuffed a washcloth into the mouth of an elderly dementia patient. The co-worker also said she witnessed him douse the 90-year-old woman with cold water.  A third caregiver immediately reported the incident to her supervisor and the facility notified police.

The Government has been urged to create a new aged care watchdog with legal power to tackle the rising incidence of financial abuse of vulnerable elderly people.  Grey Power and the Aged Care Association want the Government to establish an aged care commissioner, akin to the Health and Disability Commissioner, with legal powers to investigate complaints of abuse and to ask the Family Court to review how a person has managed an enduring power of attorney.

An autopsy concluded Cynthia Thoresen, an 88-year-old woman, died from a blood clot in her lung, sparked by the leg fracture. Dr. Stephen Morrison, the medical expert, concluded Cynthia's condition and the delay in treatment was "neglectful to the point of cruelty in a distressed, demented and totally dependent patient."  Police contemplated charges of manslaughter, failure to provide the necessities of life, negligent acts causing harm, torture, but they decided the doctors couldn't say beyond a reasonable doubt that her daughter’s care had caused Cynthia's death.

A coroner has ruled that neglect contributed to the deaths of five elderly people who died after staying at a care home which has come under fierce criticism.  Residents were given wrong doses of medication, left soiled and unattended due to staff shortages and there was a lack of management.

At the end of an inquest into the deaths of 19 people at the Southern Cross owned home, West Sussex coroner Penelope Schofield said five of those deaths could be attributed to neglect, and the other 14, although insufficient evidence was given at the five week inquest, were still described as having “heartbreaking” treatment.  The inquest heard how patients were left in soiled bedding and found dehydrated and hungry on numerous occasions by family and friends.

Insurers and lawyers report a rise in the number of clients with mental health problems who have had their bank accounts emptied by greedy relatives who were appointed as deputies and should have been acting in their best interests the article states.  Gillian Hitchen, a Court of Protection solicitor for Pannone in Manchester, said "Over the past couple of years, we've seen a huge increase in cases where we've been appointed as deputy because of financial abuse.”

Gary police and the Indiana attorney general uncovered more alleged criminal acts by the 40-year-old Gary woman whose group homes were all closed earlier this year.  Victims said the owner and her boyfriend used stun guns on residents and described assaults on one resident before he was taken to the hospital. There was not always enough food and the doors were locked with dead bolts by caretakers who left residents unattended, court records state.

New trial of ex-worker accused of abusing disabled adults at Beatrice center will be moved

The second trial of a former Beatrice State Developmental Center worker accused of abusing developmentally disabled adults who lived at the center will be moved.  The Nebraska Supreme Court ordered a new trial because jurors at Pangborn's first trial used a chart that prosecutors created during deliberations.

Bedrails can be hazard to vulnerable adults

Nationwide, nearly 37,000 people visited hospital emergency rooms and 155 people died because of injuries caused by adult portable bedrails between 2003 and 2012, according to the Consumer Product Safety Commission.  The article mentions that unlike children’s cribs and bedrails, which by law must meet certain design criteria and pass safety tests, adult bedrails are relatively unregulated.

A 60-year-old West Side man suffering from dementia is missing and police are asking the public for help in finding him.  The man was reported missing at about 4 p.m. Monday, police say, when his caregiver checked his room and he was not there. He was last seen at about 12:30 p.m. at home watching television.

An elderly man with alzheimer’s and dementia has gone missing from his Tacoma home, along with his car.  This man hasn’t driven a car for three years, and his hearing aid and eyeglasses were both left at home.

Man with dementia picked up wandering 5 mile road

An 86-year-old man with memory issues was picked up and taken home by a Racine County sheriff’s deputy after he was found walking along the side of 5 Mile Road dressed in a jacket and pajamas.  The deputy reportedly looked up the man’s address and drove him to his home less than a mile away, where his caretaker confirmed that he had dementia and said that he had never done this before.

Advocates urge families to demand senior caregiver permits

To protect the elderly from criminals acting as caregivers, Napa County enacted the “Caregiver Ordinance” more than two years ago. It requires those who are compensated to care for the elderly and those with disabilities to undergo a background check and to apply for a permit.  County officials have struggled to spread the word about the law, and it’s estimated that more than half of Napa County’s caregivers are working without a permit.

Mickey Rooney's stepson has admitted that he owes the legendary actor $2.8 million after tapping funds from the Babes In Arms star's bank accounts.  In an elder abuse case against Christopher Aber and his wife Christina, it is alleged that the couple took from Rooney after taking control of his personal and financial affairs several years ago.  However, the couple have now declared bankruptcy, claiming they do not have the money to seal the $2.8 million deal, which was struck between the two parties.

Authorities arrested a New Port Richey man Saturday and charged him with neglecting an elderly woman in his care.  When the woman was evaluated, it was discovered that she had two broken ribs, and the feeding tube inserted into her stomach was filled with a black substance and the area around it was infected, according to the Pasco Sheriff’s Office.

The $91,000 she and her husband, a car salesman, scraped together was misappropriated by the Littlefields, who were sentenced to federal prison Thursday and ordered to pay $2.9 million in restitution to 26 victims.  The judge sentenced Ross Littlefield, 49, to four years and his ex-wife, a former lawyer known as Linda Vasquez, to five years.

But USA Today found more than 1,500 recent cases in which nursing homes have been cited by state and federal regulators for mishandling the funds.

When an 88-year-old woman arrived at the hospital, her chafed skin was covered in bedsores and feces, toenails were overgrown and curling, and her swollen right leg was 10 centimeters (4 inches) shorter than her left, the result of a fracture healing improperly.  The autopsy concluded the woman died from a blood clot in her lung, sparked by the leg fracture. Dr. Stephen Morrison, the medical expert, concluded her condition and the delay in treatment was "neglectful to the point of cruelty in a distressed, demented and totally dependent patient."

The brother was suffering from severe dehydration, bed sores and more, court records say

Mark Champlin is convicted of theft and elder abuse, and has been ordered to pay $662,000 in restitution to the woman he stole from – his octogenarian mother.  Judge Michael Gaffey ordered his wife, D’Arsi Champlin, to pay up to $524,000 of the $662,000 her husband is to pay, with Prosecutor Connie Campbell saying that “D’Arsi was clearly the financial brains in this partnership, and she was one of the greediest defendants I’ve ever had to prosecute”.

The Merced County District Attorney’s Office has filed felony theft charges against a local tour company owner who allegedly took money from dozens of customers but never delivered on the trips.  Deputy District Attorney Walter Wall, the prosecutor in the case, said the 56-year-old woman is accused of taking a total of $14,541 from more than 30 alleged victims, many of whom are senior citizens.

A bill aimed at overhauling Florida’s assisted living homes is back for the third year in a row. The proposal, aimed at cracking down on unlicensed facilities, has previously been okayed by the Senate but failed in the House.  Efforts to overhaul Florida’s assisted living industry began two years ago which found rampant fraud and elder abuse in that region’s facilities, with very little state oversight.

A Waterloo woman has been given probation for siphoning about $140,000 from her father's estate at the expense of other family members the article states.  His 2006 will, which left the estate to Essie Cooper with Dorothy Cooper as a backup beneficiary, was contested as some relatives argued he lacked the capacity to make changes from a 1984 version or was under undue influence.

A woman accused of writing checks to herself on a vulnerable woman's account and forging a prescription in order to get drugs has been sentenced to probation and restitution.  A total of more than $1,200 was taken in the form of three checks, the report says.

Assemb. Harvey Weisenberg (D-Long Beach), a longtime advocate for the disabled, agreed to end the lawsuit against AHRC Nassau for $120,000.  Weisenberg had filed a federal lawsuit last year claiming that his 55-year-old son had been physically and psychologically abused at a Plainview living facility run by AHRC Nassau, which assists the developmentally disabled with housing and other services.

Ombudsman finds Cheshire East guilty of maladministration

Cheshire East Council has been found guilty of maladministration after a damning report revealed it had not involved the parents in the care of their vulnerable adult son.  The Local Government Ombudsman (LGO) has issued a public report on the council's mishandling of the care plan after the authority failed to act on a previous decision made by the LGO about the family last year.

A behavioral health company worker was sentenced today in a Medicaid fraud case involving the failure to maintain adequate records to support Medicaid claims.  The investigation found that the progress notes and subsequent Medicaid claims were submitted for time periods where Medicaid recipients were incarcerated at Clark County Detention Center and therefore unable to receive behavioral health services.

Two Riverside County residents suspected of conning an elderly, mentally ill  woman into giving them thousands of dollars are facing fraud-related charges.  Authorities say they persuaded the unidentified victim to open multiple credit accounts, which they used to make more than $36,000 in purchases, as well as had her withdraw $10,000 from her bank account.

California is expected to pass three bills that will take a tougher stance on financial elder abuse than existing laws currently do. Those laws, which deal with elderly financial abuse, would not only update the definition of undue influence as it relates to elder abuse, but would also require notary publics to report suspected elder abuse.

On Thursday, Gov. Jerry Brown (D) signed into law legislation (SB 609) to strengthen the enforcement power of the Office of the State Long-Term Care Ombudsman.  The penalty for interference with preventing the ombudsman representatives from entering rooms of facility residents without an escort would more than double, to $2,500 per incident.

Federal and state law authorizes Ombudsman staff to enter long-term care facilities, tour facilities unescorted, and speak unhindered to residents.  Yet some facilities in California have, on several occasions, prevented representatives of the Ombudsman's office from walking into residents' rooms without an escort, prevented the Ombudsman's staff from meeting privately with residents, or refused access to residents altogether, Wolk, D-Davis said.  Gov. Jerry Brown signed Thursday Senate Bill 609, legislation by Sen. Lois Wolk to increase penalties for long-term care providers that hinder investigations.

Probable cause to charge nursing assistant in Broomfield sex-abuse

A certified nursing assistant employed by Broomfield Skilled Nursing was back in court Thursday, where a judge ruled there was probable cause to charge him with seven counts of sexual assault and crimes against at-risk adults.  The first victim, who came forward in mid-July, told the facility about her abuse, but the nursing home's internal investigation determined the incident was "unfounded" and allowed the nursing assistant to return to work, according to an arrest affidavit.

After a six-month investigation, police have arrested a Storm Lake woman for alleged dependent adult abuse -- alleging the suspect stole her mother's Social Security income and denied her needed dialysis treatment.  Investigation into an alleged dependent adult neglect incident, after an adult female was admitted to the Buena Vista Regional Medical Center, with complications related to a pre-existing medical condition including liver disease that were believed to be the result of lack of proper treatment.

Retired police officer William Hale has been ordered to pay $70,000 restitution after admitting there were “sufficient facts” to find him guilty of forging checks and stealing from the estate of an elderly woman he befriended.  The appeals court decision also stated there is sufficient evidence Hale used “undue influence” with the frail, elderly woman and “appears to have engaged in a broader scheme to misappropriate” the woman’s assets.

In Minnesota, nurses in trouble get second chances

Records examined by the Star Tribune of more than 1,000 disciplinary actions by the Nursing Board over the past four years show that it tolerates or forgives misconduct that would end nursing careers in other states.  Eighty-eight nurses are allowed to practice despite having been charged or convicted of crimes such as physical or sexual assault and drug thefts — some against their own patients, states Star Tribune.  They also found that getting fired for incompetence, even multiple times, rarely means Minnesota nurses lose their licenses.

Court officials in Hollidaysburg have decided to study ways to monitor guardianships, thereby assuring that elderly residents or the disabled are not being abused, neglected or financially ruined by the people who are supposed to protect them.  Prothonotary Carol Newman said nothing has been set up to track the guardianship cases - making sure the annual report has been completed and monitoring what may be happening in a particular case.

A Belfast lawyer is being accused of mishandling the finances of two of his elderly clients, both of whom court records show have medical conditions that limit their abilities to manage their own estates.  One of the alleged victims is 98 years old and court records state she suffers from dementia, and the second woman is 86 years old and court documents state she has multiple medical conditions including memory loss, anxiety disorder, depression and severe congestive heart failure.

The owner of an adult care home in Williston was charged Thursday on allegations of mistreatment of residents, including failure to provide beds, restraining one with handcuffs, abusing residents and other crimes.  The owner was charged with neglect of a disabled adult, false imprisonment, aggravated abuse and exploitation, according to a press release from the Florida Attorney General’s Office.

Negative relations with stepchildren can compound the burdens a wife feels while caring for her husband with Alzheimer's disease or other forms of dementia, a new study suggests.  "We learned from women in the study that those with higher levels of care-related disagreements with stepfamily members felt a significantly greater burden and feelings of depression related to care," said lead author Carey Wexler Sherman of the University of Michigan's Institute for Social Research in Ann Arbor.

Older lesbian, gay, bisexual and transgender (LGBT) people, including those among the first to come out as a political and social force, are increasingly apprehensive about encountering discrimination as they grow older and more dependent on strangers for care.  A 2011 survey demonstrated that fear of discrimination from other residents was almost as high as fear of discrimination from staff, and 43 percent said they had experienced mistreatment at facilities.

Jefferson County deputies are looking for a Birmingham man accused of taking more than $40,000 from his elderly relative.  The Jefferson County Sheriff's Office says the accused 44-year-old man was visiting an elderly family member who was living in a nursing home.  Over time, he convinced the nursing home staff that he was in charge of his relative's finances.

San Diego County District Attorney Bonnie Dumanis and two local state senators Monday urged Gov. Jerry Brown to sign three bills aimed at helping to prevent elder abuse, including financial elder abuse.  The article states that SB 543 would ensure that theft from an elder is a “qualifying prior offense” when sentencing a person to prison, removing an ambiguity in the law to treat elder theft with the same seriousness as any other form of theft.

An elderly woman who transferred funds to her daughter so that she could qualify for Medicaid cannot claim that she retained ownership of the funds when her daughter declared bankruptcy.  In April 2010, the daughter transferred the money to a trust designed to protect the assets from creditors, but the entire corpus of the trust was used to purchase an annuity to benefit the daughter, the author states.

A Richmond woman was formally charged Wednesday with two counts of battery for allegedly abusing a mentally disabled adult and the adult’s baby, both of whom had been living with her.  The adult victim told police she had been beaten almost daily for two of the five years she had lived in the home, forced to eat soap, animal feces and a cleaning wipe, and also was made to lick the living room carpet and the bathroom floor.

"Bank employees can spot financial abuse before others. We want to clarify: Reporting elder abuse is the right thing to do and doesn't violate privacy laws," said Richard Cordray, director of the Consumer Financial Protection Bureau, at a press conference Tuesday.  A recent report from the Government Accountability Office found that in 2010, older Americans lost more than $2.9 billion to financial fraud, but apparently, financial institutions have sometimes ignored signs that people living in retirement might be victims of financial crimes because the banks feared that reporting their suspicions would violate the Gramm-Leach-Bliley Act.

Just one year ago, the U.S. Government Accountability Office reported that it could not find any federal requirements for banks to train tellers and others to spot or report elder financial exploitation, the author states.  Federal regulators joined forces Tuesday to issue guidance to clarify that privacy rules for reporting suspected elder abuse to law enforcement officials or state adult protective services agencies. Richard Riese, senior vice president of the American Bankers Association’s of Center for Regulatory Compliance, said the guidance helps confirm privacy rule interpretations that banks have been relying on to report elder financial abuse.

An ex-Alaskan nurse and his friend, a disbarred California attorney, have pleaded guilty to federal fraud and tax charges related to stealing millions of dollars from an elderly woman in Anchorage.  Myers convinced the women to sign documents investing huge chunks of the elderly woman’s trust in accounts Myers and Ben-Israel controlled, according to the plea agreements. They took more than $2 million between May 2007 and August 2009, the court papers say.

A Costa Mesa, Calif., man has been charged with elder abuse in the death of his mother, who he allegedly kept tied to a bed and a portable toilet, police said.  In July 2012, detectives found his 80-year-old mother lying in a pool of urine in a bathroom in her home, suffering from dehydration and open sores. She was taken to Orange Coast Memorial Hospital, where she died a day later of sepsis, or whole-body inflammation.

Michael and Melissa Woodward were selling phony insurance plans to victims, many of which were elderly.  Deputy District Attorney, Michael Zachry says Woodward took money from 279 people in San Diego County and even more across the state.  Now, the District Attorney's office is trying to return some of that stolen money to victims of the fraud scam through restitution checks.

On Wednesday, September 25, police responded to a report of an elderly man possibly having a stroke.  Police reached the victim in a bedroom, where he was lying on a mattress that was said to be “filthy”, and reported the inside and outside of the house was in deplorable conditions.  After numerous attempts to have the man go to the hospital voluntarily, it was determined that a Section 12 order needed to be filed for his well-being and the man was transported to Winchester Hospital.

A township financial adviser who admitted he stole thousands of dollars from his elderly clients and others is scheduled to be sentenced Wednesday morning at 10:45 a.m. in U.S. District Court in Trenton.  In June, Ralph A. Saviano, 72, pleaded guilty to charges that he stole $138,000 from two elderly investors and others in order to fund "his lavish lifestyle with money he claimed to be investing in conservative securities and his business," U.S. Attorney Paul J. Fishman said at the time.

She kept it in a pouch.  The woman said that when she later reached into the pouch to retrieve $2 to put in the collection plate at church, the money was gone. A 33-year-old worker at Edgewood Vista, where the alleged thefts occurred, was questioned by police and admitted stealing from a number of residents, court documents state.

After five hours of deliberation Friday, a jury found Jodi LaClaire not guilty of second-degree murder, but guilty of multiple counts of financial exploitation of a vulnerable adult.  Since Sept. 11, jurors have heard testimony from 29 witnesses, including two medical experts on hypoglycemia who disagreed whether that condition, also known as low blood sugar, killed the victim.

More than 40 handicapped boarding house residents are taking the NSW government to court, claiming they were assaulted, drugged and imprisoned while living in a "house of horrors", the article states.  The adults, who have intellectual and psychosocial disabilities, launched the class action in the Federal Court on Tuesday against Adrian Powell, who ran the Grand Western Lodge boarding house, his employer and the NSW government.

Two men plead guilty to fraud

A federal indictment said Ben-Israel befriended a daughter and mother in 2006, and they both became patients of Meridian Psychiatric Consulting in Group in Anchorage. Ben-Israel introduced the women to Philip Myers, worked as their caretaker, and eventually convinced them to get control of the trust fund that was meant to take care of the elderly mother.  Last week, Ben-Israel and Myers pleaded guilty to federal charges of mail fraud and criminal forfeiture.

A disbarred California attorney and a registered nurse pleaded guilty to federal charges that they befriended an aging woman to swindle more than $2 million from her estate, authorities said Monday.  The 61-year-old and 53-year-old face maximum sentences of up to 20 years in prison and a $250,000 fine for mail and wire fraud allegations, according to documents filed in the federal court's District of Alaska. Ben-Israel was also accused of filing a false tax return.

New details revealed about the gruesome murder of an elderly Tucson couple Erskin and Mary Fulgham were killed two months ago in their midtown home. One of their grandson’s along with his two friends are charged with the murders. On Monday, they appeared in court.  Reports reveal the trio spent about 20 minutes at the home taking $150 from the grandmother's pocket and dumped the knives on their way to Wyoming in the Fulgham's car.

Suspects in Fulgham murders accuse each other

The three suspects, one being the victims grandson, have all been charged with first degree murder in the deaths of the elderly couple.  The Fulgham's bodies were found in July inside their home near Grant and Swan. The suspects were arrested in Nevada with the couple's stolen car.  According to the case summary report obtained by News 4 Tucson, when asked about the murders each accused the other of carrying out the murders.

An 83-year-old retired minister, had been sending money to scam artists in Jamaica for at least a year before his son and the son’s wife were able to figure out what was going on.  According to information provided by Frank Dorman, a spokesman for the Federal Trade Commission, which tracks these types of scams, more than 6,000 persons ages 50 or older reported being defrauded by Jamaican scammers between January and September of 2012 alone, with more than $14 million lost.

Agency policies require nursing homes aware of a suspected abuse allegation to report it to DHEC within 10 days of the alleged incident.

Investigators say he was physically unable to leave and was given the meager meal of a single can of ravioli per day.

The name of an adult care worker in eastern Iowa will be removed from the state's dependent adult abuse registry after the Iowa Court of Appeals concluded the state failed to prove the worker engaged in a negligent act.  The Iowa Department of Inspections and Appeals had found the adult care worker committed dependent adult abuse on a 95-year-old woman who had called for help. The victim complained that the adult care worker grabbed her arm causing a large bruise.

On September 16, 2013, a husband and wife were arrested on charges of Elder Abuse, Elder Exploitation and Theft, related to the care of a 64-year-old male disabled victim and an 85-year-old female victim.  During the investigation, detectives discovered that, in addition to not providing proper physical care, the accused husband was accessing the both victim’s bank accounts and withdrawing large sums of money for his personal use.

Elderhaus PACE, an adult day care facility in Wilmington, is operating under a provisional license and has not been allowed to admit new enrollees since Sept. 1. Rise in reports of vulnerable adult abuse in Kent

The article states that the Health and Social Care Information Centre figures show a 22% rise, with 2,865 reported cases in the last financial year, compared to 2,341 the year before in Kent.  Of all the reported cases in Kent and Medway, 705 were reports of financial abuse.

Cecil Wacholz died at Sutter Davis Hospital on Oct. 27, 2012 due to "severe neglect," according to authorities. said to be mentally retarded, with an IQ of 70 -- suffered from malnutrition, dehydration, hypothermia, severe bedsores and other maladies, causing him to die of septic shock, said former Chief Deputy Coroner Robert LaBrash. He succumbed two weeks after being admitted to the hospital.  James Mattos, 53, and his mother Darlene Mattos, 78, face several charges stemming from his death.

A former Beatrice State Developmental Center worker accused of abusing developmentally disabled adults who lived at the center is asking for a change of venue and for a new judge.  Matthew Pangborn was sentenced last October to 15 to 23 years in prison after being convicted in July 2012 of four counts of abuse of a vulnerable adult, one count of attempted abuse, three counts of strangulation and one count of attempted strangulation. A bedridden woman was rescued this week from her home in east Tennessee after she was found living amongst piles of garbage and her own feces.  The 48-year-old victim told detectives she'd been living in the conditions for about three years.  The home had no usable restroom, and in three years, she'd never been taken out of the house.

Tom Hlavacek, executive director of the Alzheimer’s Association of SEWI, discussed the findings of the Alzheimer’s Task Force on Challenging Behaviors, as well as the legally appropriate ways to obtain treatment that stemmed from the Wisconsin Supreme Court decision in the Helen E.F. case.  They discussed wanting to create a Mobile Crisis Team with trained personnel that would be able to go into a crisis situation in the community and help diffuse it. The team would typically include a representative from law enforcement, a nurse, social worker, and geriatric specialist that would go in and try to understand what’s going on.

CALIFORNIA (San Diego), U~T San Diego, September 11, 2013  Lawmakers pledge assisted-living fixes

http://www.utsandiego.com/news/2013/sep/11/lawmaker-reaction-assisted-living-series/  California lawmakers pledged to increase penalties and boost inspections in response to “Deadly Neglect,” a three-day series published this week by U-T San Diego that showed serious deficiencies in the state’s assisted-living homes.  Legislators were appalled at findings of the U-T’s joint investigation with the CHCF Center for Health Reporting, which among other things disclosed that caregivers who abuse or neglect residents are rarely prosecuted and the maximum fine for injury or death at a facility is $150.

FLORIDA (Tallahassee), WCTV, September 10, 2013  Suwannee woman arrested for elderly exploitation

http://www.wctv.tv/news/headlines/Suwannee-Woman-Arrested-For-Exploitation-Of-Elderly-Person-223186911.html?ref=911  Attorney General Pam Bondi today announced that a Suwannee County woman is in custody after being charged with one count of exploitation of an elderly person.  According to an investigation, the 31-year-old woman stole money from a man over whom she had the power of attorney. This alleged theft resulted in the elderly adult becoming indebted to the health care facility that is providing him with full-time care, and it deprived him of his personal needs allowance of nearly $20,000.

GEORGIA (Jefferson), Access North Ga., September 13, 2013  Authorities shut down facility, seize computers and documents

http://www.accessnorthga.com/detail.php?n=265550  Jackson County and state authorities shut down a health care facility in Jefferson Thursday, conducting a search warrant during an ongoing investigation.  Sheriff Janis Mangum said the facility is owned by a man and his wife. They were under investigation, but had not been arrested.

The woman accused of running an unlicensed adult care home in Marietta is now facing additional charges of elder abuse, neglect and obstruction of an investigation.  On Wednesday, further investigation into the case by Marietta Police led officers to another unlicensed personal-care home in Atlanta, where Marietta and Atlanta officers found the remaining two of six victims who were last living in the accused woman’s home, according to a release from Officer David Auld with Marietta Police. “Those victims had been neglected medically and were taken to (Grady Memorial Hospital in Atlanta) for care and treatment,” the release states.

GEORGIA (Meriwether County), WRBL News 3, September 10, 2013  Meriwether County nursing home under investigation for physical abuse

IOWA, Muscatine Journal, September 11, 2013 (Opinion)  Move forward with law against elder abuse

Nor does the current law address the needs of seniors and elderly persons who are the victims of constant verbal or psychological abuse or abandonment.

MICHIGAN (Genesee County), M LIVE, September 10, 2013  Five unlicensed adult foster care homes in Genesee County shut down; 17 vulnerable adults removed

http://www.mlive.com/news/flint/index.ssf/2013/09/five_unlicensed_adult_foster_c.html  Seventeen vulnerable adults were removed from five unlicensed adult foster care homes earlier this month, according to Genesee County Sheriff Robert Pickell.  Pickell said the department raided a Burton home and found a woman who had been lying on the bathroom floor for at least 24 hours. Investigators later learned of four other homes that the woman owned where vulnerable adults were staying, Pickell said.

MINNESOTA (Anoka County), ABC Newspapers, September 13, 2013  Compassion action network puts spotlight on elder abuse

http://abcnewspapers.com/2013/09/13/compassion-action-network-puts-spotlight-elder-abuse/   Elder abuse is a growing problem, one that the Anoka County Attorney’s Office is battling through the SAFE Elder Initiative – Stop Abuse and Financial Exploitation, a statewide push launched in Anoka County in 2012.  Currently, each county in Minnesota has its own adult protective services line, but soon, the state will have one line, thanks to the work of the SAFE Elder Initiative.

NORTH DAKOTA (Grand Forks County), WDAZ Television 8, September 10, 2013  Trial opens in second lawsuit against Grand Forks County alleging misuse of elder’s assets

http://www.wdaz.com/event/article/id/19575/   A second jury trial seeking damages from Grand Forks County over alleged misdeeds by the county’s former public administrator is set to begin today, 11 days after a similar lawsuit ended with no financial damages assigned to the county.  In the latest lawsuit, Faith Krueger, through her attorney, Tim Lamb, says she had more than $300,000 in cash and property when Barb Zavala, the county’s public administrator, took over her affairs in 2011. Her assets weren’t accounted for by Zavala, Krueger says in her suit seeking damages from the county because it was Zavala’s employer at the time.

OREGON (Sutherlin), KPIC, September 11, 2013  Sheriff: Caregiver stole over $17K from elderly woman

PENNSYLVANIA (Bethlehem), The Morning Call, September 12, 2013  Police: Man charged with assaulting 78-year-old woman

PENNSYLVANIA (Harrisburg), The Sentinel Cumberlink, September 10, 2013  Elder abuse task force issues warning

Authorities said he got away with more than $30,000.

WEST VIRGINIA (Parkersburg), Metro News, September 10, 2013  Son accused of neglecting mother

http://wvmetronews.com/2013/09/10/son-accused-of-neglecting-mother/  57-year-old man of Parkersburg, was arrested Monday for allegedly failing to provide proper care for his 88-year-old mother.  Parkersburg Police said the mother was malnourished when she was found lying in a bed covered in urine and feces last month.  She was living with Mr. Nicolson on Spring Street in Parkersburg at the time.

Moody wrote in a complaint filed in Wood Magistrate Court that Nicolson failed to provide care for the woman, according to a statement issued by Parkersburg police.  The son was charged with neglect of an incapacitated adult, a misdemeanor, and was released on a $1,000 personal recognizance bond.

According to a survey report by HelpAge India ‘Elder Abuse in India 2013’, in 39% of the cases, the daughter-in-laws were the main perpetrators of the crime while sons were found to be involved in 38% of the cases.  According to the HelpAge India report, the most common form of abuse nationally experienced by elderly was disrespect (79%) followed by verbal abuse (76%) and neglect (69%), and a disturbing (39%) elderly faced beating or slapping.

http://www.wdrb.com/story/23413104/carollton-ky-couple-accused-of-neglecting-disabled-daughter  A Carrollton, Ky. couple faces charges of neglecting the husband's disabled daughter, including depriving her of food.  Police say the 23-year-old woman, who has Down Syndrome, was locked up for weeks at a time.  The victim moved into the home in 2009 with her younger brother and sister, but before that the siblings lived with their mother. It is unknown why they were removed from the mother's home. Neighbors say two other children also live in the home.

KENTUCKY (Carroll County), Kentucky, September 12, 2013  Couple charged with neglecting disabled adult daughter

http://www.kentucky.com/2013/09/12/2818896/couple-charged-with-neglecting.html  Kentucky State Police have arrested a Carroll County couple on charges of neglecting their disabled adult daughter for four years, including depriving her of food.  Troopers said the daughter weighed about 189 pounds when she came to live with her biological father and step-mother in April 2009.  She weighed only 86 pounds when she was removed from the residence after investigators went to their home on Aug. 20 and uncovered the situation, police said.

The Missouri Association of Area Agencies on Aging (MA4) expressed concern over HB 253 — a bill that would cut some corporate and income taxes, but would increase sales taxes and create a funding gap for many programs that benefit seniors in Missouri.  In June, Gov. Nixon vetoed that bill citing negative impacts on education and senior services, and proposed withholding a percentage of funds appropriated by the Legislature to make up for differences between the Legislature’s budget and his constitutional requirement to balance the state budget.

TEXAS (San Antonio), My San Antonio, September 11, 2013  Silver Alert: elderly man with dementia missing

INTERNATIONAL (Ireland), Irish Health, September 13, 2013  New disability regulations to begin soon
