Fresno woman arrested on 224 felony charges

Deputies with the Fresno County Sheriff’s Office arrested a Fresno woman on 224 counts of identity theft and burglary charges. The investigation began in March 2012 when deputies investigated a financial elder abuse case in which a care provider was suspected of stealing checks and credit cards from an elderly client. As the investigation continued, the Fresno woman was implicated as the primary suspect in the investigation, as well as several other crimes at multiple locations between Visalia and Sacramento.

Students and faculty gathered in the Titan Student Union at Cal State Fullerton Saturday to attend the 13th annual Violence Prevention Conference that reported on trends in elder abuse. This year’s conference, titled Voices of the Victims: Abuse Across the Lifespan, featured a host of speakers that included Orange County Superior Court Judge Nancy Wieben Stock, community educator Robert Diaz, and authors Julia Chadwell and Alyce La Violette, who have both written about domestic violence.

A woman whose horses were seized from her La Cresta property in 2011 because of alleged neglect is now facing a felony elder abuse charge in connection with a senior citizen. The woman is to answer a charge of great bodily injury or death on an elder, with sentence-enhancing allegations of committing a serious felony and inflicting bodily injury on a person older than 70.

A pair of Napa residents was booked into the Napa County jail Sunday afternoon on suspicion of elder abuse and assault and battery, police said. Officers were called out on report of an assault, and on arrival learned that the couple had been in an argument with an elderly person, during which both suspects allegedly struck and injured the victim.

A former Tulare City Fire captain entered a no contest plea to elder abuse charges stemming from allegations he took money from his aunt’s benefits. The man is subject to a one year sentence in jail. His sentencing hearing was set for Nov. 26, a day before he’s to turn himself over to federal authorities on additional charges stemming from the same incident.

State regulators have fined a nursing home in Centerville $8,000 after a woman who couldn't breathe died in front of family members. The 64-year-old woman was under a doctor's order to have her airway suctioned periodically to clear phlegm, but regulators say the Golden Age Nursing and Rehabilitation Center failed to do that before her death.

State troopers arrested a personal care home provider after a blind dementia patient wandered away from her room and was found dead in a nearby creek Wednesday morning. According to a criminal complaint, the suspect was charged with felony neglect of a care dependent person and involuntary manslaughter.

The Burnaby Multicultural Society provides a variety of services for newcomers and people in need because of language barriers or lack of information with community resources. This workshop is aimed at bringing attention to the elderly and caregivers about ways to keep oneself safe from abuse, as well as resources for help.

A nursing home is under fire after hidden cameras captured patients being slapped and restrained under chairs, having their hair pulled and being held down as medication was forced into their mouths. 11 care workers were sentenced after admitting 38 charges of neglect and abuse. Six were jailed between two years and six months, while the others received suspended sentences.

  • The Johnson Controls Foundation announced program grants to support education, health and hospitals, community funds, social services, including aid to the handicapped, care of children, and the aged; and civic, arts, and cultural organizations.  Johnson Controls tends to focus in areas where they have a presence, but will fund on a national basis. Extra consideration is given to organizations or institutions in which Johnson Controls employees are involved and are contributing their time and/or money.  Funds can be applied to annual campaigns, building/renovation (bricks and mortar), capital campaigns, continuing support, emergency funds employee matching gifts, employee-related scholarships, general/operating support, matching/challenge support, and seed money.  The Foundation distributed $6.7 million in grants in 2011.  Funding is limited to nonprofits.

James Bartley Accused of Beating Elderly Woman in Chinatown

San Francisco police tracked down the man they say viciously attacked a 94-year-old woman as she walked through Chinatown in broad daylight. The suspect was arrested on suspicion of aggravated assault, battery, elder abuse, and criminal threats. Police say the woman was crossing the street when the suspect allegedly approached her from behind and punched her in the back of the head for no apparent reason. The woman fell to the ground and hit her head; she was taken to San Francisco General Hospital with a possible fractured skull and life-threatening injuries

 The number of elder-abuse complaints to state investigators has grown 22 percent since 2007, members of a Senate committee heard Tuesday. The temporary committee is looking into ways the state can curb instances of physical, mental and financial abuse suffered by Georgians.

A grand jury has indicted a Centerville couple accused of defrauding an elderly man with dementia in what authorities say is one of the biggest fraud cases to hit the community. According to the indictment the couple allegedly defrauded the man of about $182,000 between February and August, but more charges are expected. Police say the couple took about $500,000 total from the 80-year-old man.

Deputies in north-central Idaho are still investigating a dispute that left an elderly man with a stab wound and his elderly wife with gunshot wounds to her hand and hip. The Idaho County sheriff’s deputy told the Lewiston Tribune that the mental condition of the 77-year-old wife will likely determine whether charges are filed. Officials believe the wife has dementia, and she is now living at a long-term care facility.

State investigators have completed their investigation of an Arlington nursing home where a FOX 4 exclusive report shed light on alleged abuse. The placement of a hidden camera by a resident’s daughter resulted in the arrest of a nursing aide for assault and now a 400-page report from a state investigation into the Heritage Oaks Nursing Center. Because of the report, four employees were suspended indefinitely, including the center’s administrator.

  • The Johnson Controls Foundation announced program grants to support education, health and hospitals, community funds, social services, including aid to the handicapped, care of children, and the aged; and civic, arts, and cultural organizations.  Johnson Controls tends to focus in areas where they have a presence, but will fund on a national basis. Extra consideration is given to organizations or institutions in which Johnson Controls employees are involved and are contributing their time and/or money.  Funds can be applied to annual campaigns, building/renovation (bricks and mortar), capital campaigns, continuing support, emergency funds employee matching gifts, employee-related scholarships, general/operating support, matching/challenge support, and seed money.  The Foundation distributed $6.7 million in grants in 2011.  Funding is limited to nonprofits.

Speakers also discussed the rising trend of elder abuse.

    A man had been accused by a social worker of abusing his disabled sister. Allegations in the police report stated that his sister did not know where her money was going and that the suspect was withholding it from his sister. After voluntarily answering questions at the police department, the man was released and never arrested. Police confirm that he was fully cooperative and that the case has been suspended because of a lack of evidence.

    The Provo Police Department is getting $400,000 in federal money to expand services to senior adult domestic violence victims. The grant awarded by the U.S. Department of Justice's Office on Violence Against Women will be spread out over three years. It aims to improve the skills of victim advocates, law enforcement officers, judges and other community members who work with victims.

    Fighting crime against the elderly is about to get a big boost in Provo. The Provo Police Department was recently awarded a $400,000 grant from the federal Office on Violence Against Women. The grant will be used to provide training to law enforcement officers, prosecutors, judges and community members on how to recognize and report elder abuse. According to a 2010 census report from the Brookings Institution in Washington, D.C., Provo has the sixth-fastest-growing senior population in the country, meaning a large portion of the population is vulnerable to crime against seniors.

    A 61 year old women with dementia went missing late Monday afternoon from Ledbetter Beach after walking away from her caregiver. Santa Barbara Police Officers immediately responded to the beach and started looking for the women after receiving the 911 call. Because the women was wearing a Project Lifesaver transmitting device, Police notified Santa Barbara Sheriff's dispatch to enlist the help of Search and Rescue teams equipped with specialized GPS tracking equipment. The woman was found with a police helicopter.

    • The Johnson Controls Foundation announced program grants to support education, health and hospitals, community funds, social services, including aid to the handicapped, care of children, and the aged; and civic, arts, and cultural organizations.  Johnson Controls tends to focus in areas where they have a presence, but will fund on a national basis. Extra consideration is given to organizations or institutions in which Johnson Controls employees are involved and are contributing their time and/or money.  Funds can be applied to annual campaigns, building/renovation (bricks and mortar), capital campaigns, continuing support, emergency funds employee matching gifts, employee-related scholarships, general/operating support, matching/challenge support, and seed money.  The Foundation distributed $6.7 million in grants in 2011.  Funding is limited to nonprofits.

    Phone scams are on the rise nationwide. In 2011, the Federal Trade Commission reported more than 70,000 complaints of scams related to telephone and mobile services. An investigation is pending.

She also took vacations in the Cayman Islands, Costa Rica and across the United States, and purchased other items for herself, including restaurant outings, apparel, food and gas, prosecutors allege.

    District Attorney George Gascón announced today that three defendants who were charged in their involvement in jewelry scams or “ghost scams” targeting women and elderly victims in the Chinese community must stand trial.  Three women are charged in connection with stealing over $100,000 worth of cash and jewelry from five victims. Victims were approached on the street and were told they were plagued by evil spirits and that their families were in danger.  Defendants allegedly would befriend victims and convince them a “purification” ceremony was needed to lift the evil spirits.

    The Yolo County District Attorney's Office has been awarded $56,805 from the state Attorney General's Privacy and Piracy Fund. The grant funds will be used to train digital forensic investigators and purchase forensic equipment for the high-technology lab. Similar technology was recently used in an elder abuse conviction. The main purpose of the program is to improve the investigation and prosecution of identity theft and intellectual property theft.

    A woman has been found guilty of Abuse of a Vulnerable Adult in the Second Degree. The judge accepted the guilty plea and sentenced the defendant to 18 months incarceration, all of which was suspended. Instead the perpetrator received the maximum 5 years of probation. As part of her probation, she must perform 80 hours of community service in the next 120 days.

    Funding Opportunities:

    • The Marisla Foundation focuses on supporting women's programs dealing with homelessness, substance abuse, domestic violence and vocational training.  The objective of the Marisla Foundation's Human Services Program is to assist women, primarily regarding their physical, mental and financial health.  Giving is national in focus, but the Marisla Foundation shows preference for California funding.  Last year, the Foundation distributed $36 million in grants.  Funding is limited to nonprofits.

    • The Johnson Controls Foundation announced program grants to support education, health and hospitals, community funds, social services, including aid to the handicapped, care of children, and the aged; and civic, arts, and cultural organizations.  Johnson Controls tends to focus in areas where they have a presence, but will fund on a national basis. Extra consideration is given to organizations or institutions in which Johnson Controls employees are involved and are contributing their time and/or money.  Funds can be applied to annual campaigns, building/renovation (bricks and mortar), capital campaigns, continuing support, emergency funds employee matching gifts, employee-related scholarships, general/operating support, matching/challenge support, and seed money.  The Foundation distributed $6.7 million in grants in 2011.  Funding is limited to nonprofits.

    After his disabled son’s alleged abuser was able to find another job as a caregiver, a state assemblyman plans to file suit against AHRC Nassau, a local chapter of the nation’s largest provider of services to people with developmental disabilities. The company fired the alleged abuser, but no charges were filed and police were never notified.

    A rural Kahoka woman was found guilty of elder abuse in the first degree after a five-day trial. The woman could spend between 10 to 30 years in the Department of Corrections after she was found to have neglected her elderly mother. The home where the woman cared for her elderly mother did not have a working shower or toilet, and was found to have about 40 animals inside. Conditions were filthy, and the woman’s mother had to have her left leg amputated because of infection, due in part from a rat chewing at her foot.

    In 2004 several changes were made to the laws in Massachusetts that offer protection to elders and those with disabilities. However, these new laws don’t necessarily deter behavior, and the Northwestern District Attorney’s office in Hampshire County has still seen a pronounced rise in crimes against elders – from financial thefts to physical assaults.

    The Chisago County attorney’s office is currently pursuing a criminal case involving financial exploitation of a nursing home resident that took place from 2009 to 2012. There are currently 12 counts, with the alleged theft totaling a $100,000 loss for the 88-year-old victim. The ultimate goal is to see restitution ordered and an effort made to return what was stolen.

    Sherri L. Sprenger, a nurse's aide who prosecutors say backhanded a 98-year-old resident at the Lutheran Home, asked for a change of judge, which she was granted. She is being charged with third-degree elder abuse, a misdemeanor that carries a punishment of up to one year in jail and as much as a $1,000 fine, if convicted.

    A 79-year-old Navy vet was ordered to leave his home because it was falling down and filthy after years of self-neglect. When his friends and neighbors found out, they did all they could to help, including contacting the local news station. Viewers came out of the woodwork to assist the senior, fixing his hot water heater and shower, providing free pest control, and offering food, clothing, and money.

    A local Adult Protective Services Program is under fire for underreporting substantiated cases of elder abuse to police. In two year, a report said, APS substantiated 251 reports of neglect, abuse and exploitation, for an average of 10 per month.

    A care home has been told to make immediate improvements after a watchdog ruled it was failing to protect the safety and welfare of residents. Through an unannounced visit, a number of problems were identified and a formal warning has been issued. Complaints included the failure to recognize potential abuse and respond appropriately, and insufficient numbers of staff on duty.

    A Maryland woman has been found guilty of abusing a vulnerable adult after burning the victim's face. Anifowose was sentenced to 18 months in prison, which was later suspended. She now has to serve 18 months’ probation, during this time she cannot supervise vulnerable adults.

    A 36-year-old woman has been found guilty of second degree abuse of a vulnerable adult, and has been sentenced to 18 months in prison. All of her prison sentence has been suspended, however she will serve 18 months of probation, during which she is not allowed to supervise vulnerable adults. According to the conviction, the woman inflicted a burn to the side of the face of the victim while she was in bed at a home for disabled adults.

    An assistant director at Anderson-Oconee-Pickens Mental Health Center has been charged with stealing money from a patient at Patrick B. Harris Psychiatric Hospital. She is accused of exploiting a vulnerable adult for her own financial gain, and could face up to five years in prison and a $5,000 fine.

    A jury found a Kearns woman guilty of ignoring abuse that eventually killed a mentally disabled woman living in her home. The woman was convicted of one count of first-degree felony aggravated abuse of a disabled adult stemming from the March 2011 death of the 22-year-old disabled woman. She faces up to life in prison when she is sentenced on November 2. When the disabled woman, who had fetal alcohol syndrome, was found dead on the floor of the family’s home in Kearns, she had bruises on her body, bandages wrapped tight on her arms and fingers, and a pepper seed stuck under one eyelid. An autopsy found she was severely dehydrated and had potentially fatal levels of Benadryl or a similar drug in her system.
